The payer is saying that you should submit this to a different payer for processing. This type of rejection message is more common with Blue Cross/Blue Shield claims and can occur when you submit the claim to the wrong one (e.g. different state).
You will want to change the insurance company on the insurance card in Therabill and then resubmit the claim to the new insurance card (insurance company).
